In alignment with this statutory authority, the WDE will conduct a formal rulemaking process in partnership with districts to develop and finalize the Chapter 57 rules to support implementation. These rules will provide clear and consistent guidance to support statewide implementation of the requirements outlined in statute.  The rules will address all required components, including assessment selection, instructional expectations, professional development requirements, defined terminology, and systems for monitoring, support, and corrective action. 

The process will include draft development, consultation with school districts, structured stakeholder engagement, internal and legal review, and a formal public comment period conducted in accordance with state rulemaking requirements. Following adoption, the WDE will provide guidance and technical assistance to support school districts in implementing these requirements. The promulgation timeline shows how proposed rules move through review, public input, and final adoption.

Timeline 

This process is currently being finalized as part of the Department’s internal review. The timeline and required process gates will be established to ensure a structured, consistent, and rigorous evaluation process aligned with statutory expectations. To support timely progress, the WDE will initiate the early phases of review while the remaining components are finalized.

  • April 17 through April 24, 2026.
  • The Superintendent’s Literacy Cabinet V7 Team reconvenes to review content originally developed in Version 7 to ensure accuracy, clarity, and readiness for carryover into the current rulemaking process. This phase supports continuity and ensures that prior work is appropriately refined and aligned.
  • April 27 through May 15, 2026.
  • The full Superintendent’s Literacy Cabinet convenes, and District reviews begin. During this phase, participants engage in collaborative review and thought partnership to develop and refine draft rules, strengthen alignment, and ensure clarity and readiness for public comment.
