The Act established clear expectations for the use of high-quality instructional materials (HQIM) and practices (HQIP) aligned with the science of reading, requiring that materials be grounded in a strong evidence base and support explicit and systematic language and literacy instruction. This framework ensures that materials and practices are not selected based on preference or familiarity, but on demonstrated effectiveness through research.
To support initial implementation, Wyoming will utilize a temporary process that leverages nationally recognized review tools and advisory resources while the Wyoming Instructional Materials Advisory List is being developed. This includes the use of EdReports K–12, The Reading League Curriculum Navigation Reports, and established state advisory lists from across the country as reference points. This temporary approach ensures that districts have immediate access to vetted materials to remain aligned with statutory expectations. This approach ensures continuity and access while the state builds and refines its own advisory list.
