Under the Wyoming Language and Literacy Act (Enrolled Act No. 43, 2026), the Wyoming Department of Education (WDE) establishes a statewide system of evidence-based language and literacy instruction, screening, assessment, intervention, and professional development. This system is designed to ensure that every student in kindergarten through grade twelve develops strong language and literacy skills. To support this initiative, Wyoming law requires school districts to use WDE-approved screening instruments within a multi-tiered system of support (MTSS) to proactively identify students with reading difficulties and those at risk for poor reading outcomes.

To assist districts in selecting high-quality tools, literacy screening instruments were thoroughly evaluated to verify that they are evidence-based, developmentally appropriate, technically sound, and suitable for Wyoming’s diverse student population. The reviewed advisory lists include approved universal and dyslexia screeners.

This webpage serves as the central hub to inform and equip school districts with these critical resources. Here, districts can find the comprehensive advisory lists of WDE-approved screening instruments, the Universal and Dyslexia Screener Scorecards, and detailed guidance documents. Additionally, this page provides access to information regarding diagnostic tools and assessments, as well as advisory lists and review tools for High-Quality Instructional Materials.
