The Wyoming Department of Education (WDE) is changing the transcript collection process to add the seal of biliteracy data required by W.S. 21-3-111(a)(xxiii). The unused fields are being removed and repurposed within the scholarship course indicator from a yes or no field to a Hathaway subject code. This change will allow for verification of the Hathaway Scholarship levels used in the Every Student Succeeds Act (ESSA), the Wyoming Accountability in Education Act (WAEA), Traditional Schools Post-Secondary Readiness Indicator and the WAEA College and Career Readiness Indicator for alternative schools.  

The WDE949 Grade 9 Transcript and WDE950 Graduated Student Transcript collections are officially open from September 13 through October 20, although districts will be able to submit starting at the end of the school year. Districts who have seal of biliteracy data to report are asked to wait until July 1 to capture the newly required data. The Hathaway Scholarship subject codes will not be required for those who report after July 1 but will be required for the 2024-25 school year.
