Within the context of results-driven accountability, accurate fiscal data is a critical component.  The Individuals with Disabilities Education Act (IDEA) contains a number of requirements regarding state and local funds for special education and the use of federal dollars.  Accurate data are necessary to ensure compliance with these federal fiscal requirements and to inform decisions about resource allocation and educational programs, which ultimately impact student outcomes.

Annual State Application under Part B of the Individuals with Disabilities Education Act for Federal Fiscal Year 2025

Each year the Wyoming Department of Education (WDE) submits the annual state application under Part B of the IDEA.  The application consists of two required components for submission.  The first component requires the state to provide assurances that it has in effect policies and procedures to meet all eligibility requirements under Part B of the Act. (20 U.S.C. 1411-1419; 34 CFR §§300.100-300.174) If the state cannot provide the assurances outlined, it must provide a date when revision will be made in order to bring the state policies and procedures in line with the federal regulations.

The second component of the application is the Description of Use of Funds under Part B.   Pursuant to 20 U.S.C. 1411 (e)(5) and 34 CFR 300.171, in order to receive an IDEA Part B grant, States must annually submit to OSEP a description of:

  • how amounts retained under 20 U.S.C. 1411(e) for State administration and other State-level activities will be used to meet the requirements of Part B;
  • how those amounts will be allocated among the State-level activities described in 20 U.S.C. 1411(e)(1) and (2) to meet State priorities based on input from the Local Education Agencies (LEAs); and 
  • dollar amounts, if any, that will be distributed to LEAs by formula

States must use the Excel Interactive Spreadsheet to report this information and review WDE’s Annual State Application under Part B of the IDEA for FFY 2025 which can be found in the google form link below. The WDE will be accepting public comments from March 21, 2025 through April 21, 2025 via google form or US Mail to the Wyoming Department of Education, 122 W. 25th Street, Suite E200, Cheyenne, WY 82002.  The state will review and consider all the public comments and make any necessary modifications to the application or policies and procedures, as appropriate.
