The Wyoming Department of Education reminds districts to submit their board-approved, SF0035-compliant policies no later than July 1. Districts can upload a digital file through the Cell Phone Policy Submission Portal.

During the 2026 Budget Session, the Wyoming Legislature passed Enrolled Act No. 46 (SF0035). This legislation immediately amended W.S. 21-3-110(a) to require all school district Boards of Trustees to adopt formal policies governing the possession and use of student cellular telephones and smart devices while on school grounds. The central goal of this legislation is to ensure clear, consistent guidelines are established locally to minimize classroom distractions and support a focused learning environment.
