Wyoming is one of 50 states that has adopted the Interstate Compact on Educational Opportunity for Military Children (also known as the Military Interstate Children’s Compact Commission or MIC3). This compact is based on rules and laws designed to remove educational barriers for military children who frequently move.

Key Compact Provisions

  • Immediate Enrollment: Your child can be immediately enrolled and temporarily placed using unofficial or hand-carried records. Official records must be requested by the new school and provided by the sending school within 10 business days.
  • Immunizations: You have 30 calendar days from the date of enrollment to provide all required immunization records.
  • Kindergarten Entrance Age: If your child was actively enrolled in kindergarten in the sending state, they will be allowed to continue in that grade in Wyoming, even if Wyoming’s entrance age is different.
  • Course Placement: Your child will be initially placed into comparable courses (e.g., Honors, AP, IB, vocational, technical) based on their previous enrollment. The school has the flexibility to waive prerequisites to ensure proper placement.
  • Program Placement: Comparable services must be initially provided for programs like English Learner and Gifted and Talented.
  • Special Education: If your child has an Individualized Education Program (IEP) or 504 Plan, the Wyoming school must initially provide comparable services. Support is also available through the Exceptional Family Member Program (EFMP).
  • Deployment Absences: Your child may be granted additional excused absences to visit a parent or guardian who is deploying, about to deploy to a combat zone, or has recently returned (at the discretion of the school superintendent).
  • Enrollment: Enrollment can be completed using a custody order, special power of attorney, or other applicable guardianship document.
  • Extracurricular Participation: Your child must be given the opportunity to participate in extracurricular activities, regardless of application deadlines, as long as they are otherwise qualified.
  • Course Work Waiver: Specific courses may be waived for graduation if your student completed similar coursework in another state. If a waiver is denied, the district must provide an alternative way to complete coursework on time.
  • End-of-Course Exams: Wyoming will accept exit or end-of-course exam scores from the sending state if a passing score was achieved. Your student may be exempt from Wyoming’s graduation assessment requirements if they met the sending state’s requirements.
  • Senior Year Transfers: If your child transfers during their senior year and cannot meet Wyoming requirements, the school may request a diploma from the sending district, provided your student met that district’s graduation requirements.
