The Steamboat Legacy Scholarship Act was signed into law on March 4, 2025. The Universal Family Application will open May 15. The Education Service Provider Application will open April 1.

Education Service Provider Application

The Wyoming Department of Education will launch the Education Service Provider (ESP) application for service providers and vendors at 1 p.m. MDT on April 1. An ESP Handbook and an FAQ document will help providers and schools navigate the program.

Schools (including online institutions and colleges) charging tuition and fees to ESA students must email wde-esa@wyo.gov to receive a custom registration link.

ESA Universal Family Application

The Universal Family Application will open for all families on May 15.

Families that successfully completed the Phase One application will complete the Universal Family Application beginning May 1 in order to maintain first-come, first-served priority. A separate link will be sent via email to Phase One applicants. A Family Handbook will be shared in advance to help families navigate and utilize the program effectively.

Families planning to apply should begin gathering their child’s birth certificate or other proof of age and residency. The Pre-Kindergarten application will require financial records to validate income eligibility. Applicants will be notified via email, including the status of the application and further instructions. ESA funds will be available for use in July 2025.

  • Wyoming residents age 4 years and in pre-k through grade 12.
  • Students not enrolled in a public school for the 2025-26 school year.

Additional qualifications for Pre-kindergarten students:

  • Eligible students can receive $7,000 annually, deposited into an ESA account for their educational expenses.

Families can use ESA funds for various education expenses, including:

  • Tuition and fees at a participating school;
  • Tutoring services;
  • Classes or extracurricular activities at a traditional public or public charter school;
  • Textbooks and curriculum;
  • Educational technology;
  • School uniforms;
  • Fees for summer education programs and after-school education;
  • Tuition and fees for nongovernmental online learning programs;
  • Educational therapies like behavioral or speech-language therapy;
  • Costs for college admission tests and AP exams;
  • For Fee Transportation costs to education service providers.

  • The WDE is developing a certification process to approve pre-k and non-public primary and secondary schools per the law.
  • A list of certified education service providers, including individuals, organizations, and schools, will be published on this website when available.

  • Parents must ensure their children receive instruction in core subjects and are assessed on academic progress through the state assessment or nationally norm referenced assessment.

  • No, a participating student cannot be enrolled in any classes in a public school while receiving an ESA. However, families can use ESA funds for fee-based services from participating public school districts.
