Wyoming Statute 21-3-401 prescribes the development of rules to establish minimum reading assessment and intervention professional development requirements for districts to be carried out every three years for kindergarten through 3rd grade teachers. Rules also contain criteria to identify appropriate and suitable materials for district employees in evidence-based literacy instruction and intervention and in the detection of reading difficulties, including but not limited to dyslexia. As required by statute, the use of suitable and appropriate materials are to be reviewed by the state superintendent.
As further clarified in Chapter 56 rules, all districts are required to prepare and seek approval of the alignment for plans to carry out professional learning and development requirements for all K–3 educators.
As per newly finalized Chapter 56 rules, plans are due August 15, however, because the rules have only recently been finalized, the Wyoming Department of Education will begin the first review process on December 1, 2023.
