The Wyoming Department of Education is seeking public comment on the repeal of Chapter 56 Rules pertaining to Chapter 56 – K-3 Reading Assessment and Intervention. Comments may be submitted online or via email to claudia.ladd@wyo.gov, until 11:59 p.m. on September 27, 2026.
The Chapter 56 rule set is being repealed in response to Senate File 0059, which expands Wyoming’s existing language and literacy statutory framework by extending instruction and intervention requirements beyond the K–3 grade span to a comprehensive Kindergarten through Grade 12 system. To streamline this transition, the previous provisions of Chapter 56 have been consolidated into a new, expanded rule set: Chapter 57 (K–12 Language and Literacy Program).
All public comments will be recorded verbatim on the Secretary of State website, including the submitter’s name and city of residence, as part of the rules promulgation process.
