In 2009, Wyoming enacted legislation 21-4-311 through 315 (Safe School Climate Act) to identify and prohibit harassment, intimidation, or bullying within schools. This act places significant responsibilities on school districts, mandating each district adopt and continuously review a policy prohibiting such behaviors, developed with broad community involvement including parents, students, and staff. These policies must be clearly publicized in student handbooks and district rules and, critically, must include a specific definition of prohibited conduct, establish clear reporting procedures, and detail prompt investigation protocols. The statute also requires districts to integrate anti-bullying information into professional development for all staff with student contact and encourages the establishment of bullying prevention programs. To support these local efforts, the Wyoming Department of Education (WDE) was tasked with developing model policies for K-12 schools and teacher preparation standards for identifying and preventing bullying, alongside providing necessary training and technical assistance to districts.
