The Wyoming Seal of Biliteracy (WY-SoBL) encourages students to pursue biliteracy, honors the skills attained, and is evidence of skills for future employers and college admissions offices. Students can earn either the Wyoming Seal of Biliteracy or the Wyoming Seal of Biliteracy with Advanced Distinction.
Senate Enrolled Act 47, passed by the 2022 Wyoming Legislature, created the WY-SoBL. To receive the seal, a high school student must be a candidate for graduation and successfully complete the requirements of W.S.21-2-304(a)(iii), which include proficiency in speaking, listening, reading, and writing. All districts, public and private charter schools, and private and home schools can participate.
Districts should review the attached materials on the process and requirements. Participating districts will identify a SoBL District Coordinator and establish a team, which may include counselors and language teachers to plan the implementation and communication of the program to students, parents, teachers, and community members. The team will also plan for the administration of English and world language assessments and maintain records.
