The Wyoming Legislature passed SEA0031 during the 2017 Legislative Session. This legislation focused on statutory changes to the district and school leader evaluation systems. In the 2018 legislative session, HEA0061 was passed making additional changes to teacher evaluation systems. To account for these changes, the State Board of Education (SBE) is revising the Chapter 29 Rules.

Public Comment on Chapter 29 Rules

At the September 20, 2019 meeting, the SBE voted to withdraw proposed Chapter 29 rules based on changes related to leader and evaluation systems, and promulgate revised rules adding language that clarifies school districts’ locally designated leader evaluation system must align to a majority of the benchmarks within professional Standard One of the state-defined system.

The WDE seeks public comment on the Chapter 29 Rules: Evaluation Systems For District And School Leaders And Teachers. These rules also contain changes made to the teacher evaluation systems .

The WDE worked with the SBE and the Educator Certified Personnel Advisory Committee to develop rules around the approval of districts’ teacher evaluation system. A rationale for the revisions to these rules can be found in the Statement of Reasons.
