Vision for the Literacy Plan
In Wyoming, we understand literacy includes reading, writing, listening and speaking and emphasize the following skills and process:

  • Reading with understanding and responding thoughtfully to a variety of texts;
  • Writing and speaking proficiently to communicate ideas clearly;
  • Comprehending and producing multiple forms of literacies to construct meaning;
  • Choosing and applying strategies that enhance the fluent and proficient use of language arts;
  • Understanding and appreciating texts from many literary periods and cultures; and
  • Employing the literacy for lifelong learning, work and enjoyment

The first four components of Wyoming’s literacy plan clarify the actions needed for an effective state literacy implementation framework. The fifth component addresses the need of leadership, partnership and collaboration between all entities involved in order to sustain Wyoming’s comprehensive literacy efforts.
